Weird loop when trying to approve pending HT's

I'm trying to approve a HT but it keeps appearing on "Awaiting moderation". Video attached. I'm using Google Chrome version 113.0.5672.93 (official version) 64 bits

This appears to be a problem with stale state. If you refresh the how-to listing page you will see the How-to (HT) updated to show the accurate moderation status.

The state needs to be refetched from the server to ensure the documents are up to date.
