That's because we dont allow "everywhere else" shipping :/ what product ID is that? I had checked this before and disabled it - however it must be stuck enabled on that one product perhaps

"Everywhere Else" must have been defined by one of the old dev's as a country that includes all other countries - however clearly there were missed countries in it. So when it was eventually disabled, it either grandfathered into the products that had previously used it, or it's just defining "Everywhere" as a list of locations that's empty - unsure without checking the individual listing
